The Director of HEOR will help drive health economics and outcomes research activities in support of products in various therapeutic areas. The Director of HEOR will be responsible for demonstrating the clinical, economic, and humanistic value of products and developing deliverables that communicate this value to external stakeholders, including payers, patients, providers, and other healthcare decision makers. He/she will be accountable for designing and executing research that is medically relevant, scientifically valid, and aligned with the evidence generation needs across the portfolio.
Manage and be accountable for team members and supervisors. Set team direction, resolve problems and provide guidance to team members.
Oversee work activities of other supervisors. Team members use business intelligence, data visualization, query, analytic and statistical software to build solutions, perform analysis and interpret data.
Adapt to departmental plans and priorities to address business and operational challenges.
Produce and manage the delivery of activity and value analytics to stakeholders.
Work on predominately descriptive and regression-based analytics and leverage subject matter expert views in the design of analytics and algorithms.
Develop product-specific HEOR strategic plans in different stages of development, while maintaining in-depth knowledge of the disease state , medical practice standards, market & customer dynamics, the competitive landscape, and reimbursement issues
Work closely with Clinical Development, Medical Affairs, Commercial, and Market Access teams to understand the HEOR needs of the business
Provide HEOR functional expertise on cross-functional strategy teams
Design, implement, and manage health economics and outcomes research projects, including but not limited to quality of life studies, retrospective database analyses, economic models, chart reviews, qualitative research, and systematic literature reviews
Identify and understand evidence needs at the Global and Regional levels, including the identification and strategic planning of core data outputs that may be aligned or differ across stakeholders (e. g., value dossier content, economic models, landscape/gap assessments, publication strategies).
Develop product value messages and work with colleagues across the organization to educate on the value proposition of the company s products to internal and external stakeholders
Lead the Development of global value and reimbursement dossiers
Present health economics and outcomes research findings at scientific congresses and participate in the development and writing of manuscripts for publication in peer-reviewed journals
Manage relationships and budgets with vendors to ensure timely completion of high quality, customer-relevant projects
Build strong relationships with internal stakeholders and ensure continuous and consistent communication with key internal partners on HEOR projects
Ensure compliance with all applicable laws, Optum policies, regulations and regulatory guidelines governing commercial and scientific interactions with healthcare professionals, payers, advocacy and other business partners.
Influence or provide input to forecasting and planning activities.
Required Knowledge, Skills, and Abilities:
Master s or doctoral degree in health economics, epidemiology, health services research, public health, or related field
10+ years strong Health Economics and Outcome Dossiers, HE models and Value Message development with Pharmaceutical Industry, Core understanding of drug development across the product life cycle (Phase I-IV)
Ability to create specifications to bring data into a common structure, creating product specifications and models, developing data solutions to support analyses, performing analysis, interpreting results, developing actionable insights and presenting recommendations
Demonstrated technical and strategic excellence in designing, conducting, and interpreting health economics and outcomes research, with a particular emphasis on quality of life and other patient-reported outcomes assessments
Experience working in various therapeutic areas.

Ability to navigate ambiguous, complex, and difficult situations
Ability to interface with multiple stakeholders, including clinicians and payers
Solid understanding of US healthcare delivery systems and reimbursement processes for pharmaceuticals in the U. S. and major international markets
Strong project management skills
Ability to travel approximately 10-15% of the time
