Based in New Delhi, the India Country Office (ICO) plays a leading role in advancing the foundation s goals of reducing inequities in global health and development in India; supporting the Government of India. The ICO reports into the Global Development program division, but its initiatives encompass almost the entire range of strategies that reside in across the foundation, spanning from R&D to delivery to strengthening systems and the enabling environment. Our partnerships include India s central and state governments, nonprofit organizations, community groups, academic institutions, and the private sector.
We began our work in India more than a decade ago with an initiative to curtail the spread of HIV. Since then, the scope of our work has expanded tremendously to include other health and non-health verticals and platforms. These include:
Health: Maternal, Newborn, & Child Health (MNCH, Family Planning, Nutrition, Vaccine Delivery, TB, Visceral Leishmaniasis, Lymphatic Filariasis, and Health Systems Strengthening and Design.
Non-Health: Agriculture, Financial Services for the Poor, Gender Equality, and Water Sanitation & Hygiene.
Given our diverse portfolio, we look for holistic, integrated, or cross-cutting solutions that overcome system impediments effectively and efficiently. We encourage staff and partners to put the user at the center of our program solutions and to design integrated program models that break silos and best meet human needs. Digital is a core enabler for key goals across our portfolio. Be it the goal to build performance-oriented and equitable health systems capable of improving India s health outcomes; or to drive innovations in Agriculture, Sanitation, Financial Services for the Poor; or to enable socio-economic empowerment of women, Digital can help achieve sustainable program goals. The foundation s Digital strategy in India is two-pronged:
Long-term system transformation through Digital Health Architecture; defining and implementing the right building blocks of a Health Data Dictionary, interoperability standards, digital governance etc. and
Ongoing digital innovations to enable better service delivery, data quality, behavior change, and therefore program outcomes.
Position Summary & Responsibilities
The Program Officer (PO), Digital, is part of an experienced three-person team that partners with other program officers specializing in program verticals and functions to achieve concrete outcomes along both prongs of our Digital strategy.
You will bring expertise in business and application architecture frameworks, platform development and technology design as well as familiarity with cutting-edge technologies and innovative thinking on "new-age digital" such as Artificial Intelligence (AI), Neuro-Linguistic Programming (NLP), blockchain, etc. You will help to landscape the partner ecosystem that will act as a source of innovation and drive adoption; both at the national level as well as within key states. You will be expected to engage with key stakeholders in both the public and private sector building strong relationships and acting as an advisor to external partners to ensure coordination and collaboration for greater collective impact; particularly government and government supporting institutions.
You will collaborate across multiple vertical initiatives building a solid layperson s understanding of our broader goals and strategies to bring thought leadership in how Digital/ICT can play a supporting role.
This position reports to the Deputy Director Digital & Supply Chain.
Key Responsibilities:
Develop, advise, and manage well-scoped, well-structured investments (grants and/or contracts) to execute against the bodies of work related to Digital; aiming for innovative approaches that can be scaled in the public sector.
Collaborate across various vertical initiatives and cross-functional teams, offering input and review on investments which include Digital components.
Work closely with key Government partners (e.g. Ministry of Health & Family Welfare, Ministry of Women & Child Development, Ministry of Electronic & IT, National Institution for Transforming India (Niti Aayog), Ministry of Rural Development, National Informatics Centre (NIC), etc.), professional bodies and private sector players on key digital programs and priorities that impact national and state level outcomes.
Build and help grow the Digital partner ecosystem that enables the digital portfolio. Plan and organize convenings, learning sessions and workshops.
Use data and learning from foundation-supported investments and global evidence to consult with grantees and others to ensure continuous learning that shapes strategy, policy, and programs.
Conduct thorough analyses of grants and contracts, grantee progress reports; write high quality briefing documents that synthesize results and insights for leadership and the ICO Health Team.
Be a high energy, strong culture ambassador of the foundation (internally and externally) and have a sense of humor.

Demonstrated ability to manage/deliver complex digital projects/programs and risk mitigation, with clear milestones and outcomes.
Experience working in a developing country setting. Knowledge of India and prior, relevant work experience in-country is essential.
Demonstrated ability to work in a highly matrixed and diverse work environment, with strong collaboration, consultative and diplomacy skills.
Excellent analytical thinking and communications skills, including writing and public speaking skills.
Results-driven and self-motivated with ability to inspire the pursuit of excellence.
Ability to travel up to 30% of time domestically and internationally.
