Job Description

State Coordinator for District Mineral Foundation programme November 26, 2018 Centre for Science and Environment (CSE), a New Delhi based non-profit institution, is currently seeking a state coordinator for Chhattisgarh, for District Mineral Foundation programme, as part of CSE s Environmental Governance and Community Support unit. The position will be at the level of Programme Officer.

CSE is one of India's leading public interest research institutions known for its rigorous scientific policy research and advocacy on environmental and sustainable development issues.

District Mineral Foundation (DMF) programme of CSE

DMF is a non-profit body, instituted in 2015, under the Mines and Minerals (Development and Regulation) Amendment Act, 2015, with the objective to work for the interest and benefit of persons, and areas affected by mining. Every mining district have their respective DMFs. If implemented well, DMFs provide a significant opportunity to improve economic and social conditions and human development indicators of people affected by mining. DMF also provides scope for strengthening and engagement of local level institutions for planning and decision-making.

The DMF programme of CSE is in furtherance to the institution s decade long engagement on environmental and social aspects of mining and seeking resolutions to address them. The programme is focused on ensuring DMFs remain people-centric, accountable and addresses critical issues in mining areas through appropriate planning.

Work profile

The candidate will lead the DMF programme in Chhattisgarh. She/he will be positioned in the state (state capital preferably), and will be required to work out from there on a day to day basis. However, the candidate will be in regular communication with CSE team in Delhi office through emails/ phones/ video conferencing and will have periodic meetings with team members.

main work responsibilities

Build DMF network in the state with non-profit and civil society organizations (NGOs/ CSOs) working on various human development issues there, media etc.;

Communicate with state and district level officials/ functionaries from time to time on DMF policies and practices.

Periodically review DMF progress and prepare reports/ articles, review and write on best practices and issues with respect to DMF implementation.

Develop IEC materials for knowledge dissemination and capacity building.

Organize state and district level meetings.

Organize and conduct district level trainings and workshops on DMF implementation.

Develop and maintain state profile and database on DMFs. Skill and abilities :

Must have the ability and maturity to take independent charge.

Must have very good oral communication skills.

Ability to network and interact with a variety of stakeholders, including NGOs/ CSOs, Panchayati Raj Institution (PRI) members; government officials.

Must be able to communicate (read and write) in both English and Hindi.

Must be willing to travel extensively in the districts/ rural areas. Qualification and work experience

Candidates with Masters degree in Rural Management / Development Studies/ Planning/ Social Work/ Political Science/ Economics/ Governance and other related disciplines from a reputed institution may apply for the position. However, candidates with a Bachelors degree, with excellent and relevant work experience, may apply for the position.

Candidates must have at least 5-7 years of work experience, which includes a minimum engagement of 2 years in relevant field.

Preference will be given to candidates with experience of working at state/district level of the states she/he is applying for. Salary: Salary will be commensurate with qualification and experience.
