Project Finance Manager (DRTB)


Location of Job: Mumbai

Duration: (Renewable/non-renewable): 1 year (Renewable on Need Basis)

Start Date: 1st August 2023

PURPOSE OF POST:


Coordinating and supervising the implementation of the Finance procedures tools and ensuring the correct use of Financial Resources at project level according to DWBI protocols, standards and procedures in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project.


FUNCTIONAL AND HIERARCHICAL LINES


Hierarchically accountable to Deputy Project coordinator & Functionally accountable to Mission Finance Coordinator


ACCOUNTABILITIES:


  • Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) in order to anticipate expenses at project level and to optimize cash needs and its security.
  • Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to DWBI guidelines and rules, and using the respective software in place.
  • Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.
  • In close collaboration with the Project Coordination and the Finance Coordinator, defining, analysing and following-up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed.
  • Ensuring financial reporting of the Project (Field financial software) monthly closure, sitreps, external donors, etc.)
  • In close collaboration with the FINCO, following up all service contracts in project site (premise and vehicle rental contracts, deposits, rent payments, etc.) Ensuring that DWBI staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security .

CONTEXT SPECIFIC ACCOUNTABILITIES:


  • Ensure along with Finance coordinator that all taxes are deducted from payments and country laws are complied with.
  • Undertake preparations for financial audits and coordinate with Finance & Accountancy Manager as needed..
  • To support the ARO ( Annual Review of operations) process (especially budget and annexes) in close collaboration with the project coordinator and Deputy, coordinating with the project Management team.
  • To follow up the timely monthly forecast with the Project Management team and ensuring the accuracy of the same.
  • To submit timely and accurate monthly cash request and checklist to be send to the coordination.
  • Ensure that the quarterly internal control and monthly financial checklist are completed at project level in collaboration with Project coordination and department supervisors
  • To follow up on organisational advances given to third parties.
  • Assist in supporting or training the other projects in basic accounting, if requested.
  • Management of Project finance team. ( Finance Assistants, Accountant,Cashier) and provide backup if needed.
  • Ensure capacity in the team by identifying gaps and ensuring trainings/refreshers.
  • Availability and flexibility in the case of DWBI emergency interventions.
  • Perform any other job related tasks
  • Travel to Pune site at regular intervals.

REQUIREMENTS

Education:

  • Masters /Degree in the field of Finance, Management (Business) or administration

Experience:

  • Working experience of at least two years in a relevant and similar jobs
  • Desirable Working Experience with DWBI or similar organisations

Knowledge:

  • Essential computer literacy (MS Word, MS Excel & Internet)
  • Excellent understanding of MSFs principles and values
  • In-depth contextual knowledge and analytical skills

Languages: Mission and local language essential (high level command oral and written)
