Job Description

1) Development of Business Plans and Organizational budgets:

Understand MGL strategic direction and contribute towards development of organizational plan for achievement of the same

Develop a detailed operational strategy and framework for both short-term and long-term planning by mapping it to the existing business processes of the organization

Support Head of Function in preparation of annual budgeting exercise by development of departmental budget

Continuously scan the environment for new project opportunities for cost reduction and increase in efficiency - build a case of implementing the same at MGL and present to Senior Management members for go-ahead

2) Review of the Business Plan:

Plan, develop and implement strategy for construction, installation, alteration and Project Management to meet agreed organizational performance plans

Responsible for creating project targets including scopes of work, cost estimates, and schedules to meet the Company's operational requirements

Provide input based on knowledge and experience at all stages/aspects of the project

3) Financial & Operational:

Ensure timely closure of the projects as per the business plan within the allocated budget by optimum utilization of resources

Capex management through effective Budget process

Coordinate with the commercial department and ensure the achievement of annual target

4) Policies and Procedures:

Support Head of Function in designing policies related to projects by constantly assessing activities, responsibilities and external environment impacting department

Analyse the potential implications post implementation and take corrective measures

5) Technical evaluation for bidding new areas:

Identify new areas by surveying & assessing demand potential in-coordination with marketing department

Plan and design network as per MGL business requirement keeping in mind the optimum utilization of the network and future growth and demand forecast

Evaluate project sites in terms of technical feasibility based on regulatory guidelines and authorization agencies in coordination with consultants and management

6) Project Planning:

Coordinate with Lead Projects to have necessary contracts for contractors in place

Coordinate with Planning department for documentation for timely indenting of material and administrative approvals for new contracts

Lead the performance of the project team, oversee & monitor the performance of contractors

Optimize project delivery in accordance with project scope, timeliness, quality standard, and budget

  • Coordinate with Head contracting, procurement and stores in formulating ideal inventory levels, stock quantities, re-order points etc. in order to optimally manage inventory management function

7) Contractors Management:

  • Conduct preliminary evaluation of PMC contactors and TPI consultant profiles submitted by respective stakeholder on the defined evaluation criteria
  • Finalize EPC, PMC contactors and TPI consultant based on objectively evaluation in coordination with the external consultants

8) Liaise with external Stakeholders:

Work closely with government officials, civil contractors and R&B authorities for various approvals from time to time.

Work closely with government officials, Nagar Palika, NH/state highway authority, BMC, MMRDA, MCGM, BSNL, GAIL, ONGC, R&B department authorities for timely approvals from time to time

Obtain permission for pipeline execution and Liaisoning with statutory authority before commissioning of the project

9) Interdepartmental Coordination:

Liaise internally to get the required resources and optimize their utilization in order to ensure all its targets set are met

Coordinating with CA leads in resolving issues pertaining to government authorities

Coordinate with Finance department for timely payment of contractors' invoices

Coordinate with O&M and HSE department for pre-commissioning, commissioning and major process improvements as and when required.

Coordinate with PNG Marketing in enrolling and commissioning of the project

10) Business Review and Reporting:

Participate in periodic reviews to ensure adherence to the overall objectives and targets set; identify variations and guide the team to build action plans to mitigate the same

Participate in cross-functional committee meetings and intra-departmental committee meetings to ensure collaborative working and smooth functioning across the department

Responsible for generating required MIS reports for HoF Projects; review the same and publish for management review

11) Quality & Safety:

Ensure employees and contractors are aware of their responsibilities for safe work and must comply with requirements at MGL HSE policy and procedure, code of practice and relevant legislation

Develop and engage contractors to build their capabilities to ensure delivery

Review of risk for different activities at the site

Ensure adherence to the strict norms of HSE and compliance of the team for the same

12) People:

Coordinate with HR department to ensure PNG projects department is adequately staffed as per the manpower requirements

Own and develop high potential talent and create a talent pipeline for the department

Ensure high level of employee engagement and retention of critical employees

Instil a performance culture in the organization through driving timely goal setting, monitoring, and performance review

Facilitate a conducive work environment that ensures high employee engagement levels at the Site

Required Candidate profile

Full time Graduate in Engineering (preferably Mechanical)

Experience - minimum 18 years (PQE/Relevant experience of 6 years)

Experience of PNG in CGD industry

Experience in government liaising
