Job Description

Position Title: Senior Manager Planning, Monitoring, Evaluation, Accountability and Learning (SMPMEAL)

Reports to: Chief Executive Officer (CEO)


Brooke is an international charity that protects and improves the lives of horses, donkeys and mules, which give people in the developing world the opportunity to work their way out of poverty. Brooke India (BI) works for the welfare and health of working equines and the development of community that owns them. It has operations in 11 states and implements its programs through partnerships.


Location: Based in the BI Head Office at Ghaziabad, Uttar Pradesh (Delhi NCR, near Anand Vihar) with travel within the country; and occasional wider international travel to deliver Planning, Monitoring, Evaluation, Accountability and Learning functions.


Overall Purpose of the Job: Working closely with the BI Senior Manager Team (SMT) on Planning and MEAL issues. This position will work as a part of BI Program staff to support a culture and practice of participatory Planning, Monitoring, Evaluation, Accountability, Learning (MEAL) and Reporting. This includes developing, updating and coordinating Planning, Monitoring and Evaluation activities within the BI direct, partner, building the capacity of BI staff and promoting MEAL knowledge transfer internally and externally. The position will ensure that MEAL systems and capacity building effectively serve BI staff and partners. This role is critical in achieving Brooke's vision of achieving welfare of the working equines in the areas of greatest need. This position will require 40%-50% of working in the field and 50%-60% office time.




Key tasks and responsibilities


1. Management and Leadership.

  • Directly manage and support a Manager Planning, Monitoring and Evaluation and indirectly two Data Management & Data Analytics Officers in planning, appraisals, mentoring and supporting their professional development.
  • Identify and provide capacity development of the field team as necessary through mentoring, targeted training and other opportunities.
  • Manage the Planning & MEAL budget.

2. Planning

  • Provide technical advice and guidance to BI senior management in developing operational and strategic plans in line with Brooke Global guidance and procedures, including in developing programme logical frameworks.
  • Support programme teams in applying project cycle management to the identification and design of high quality interventions.
  • To ensure that field/regional teams and headquarter-based functional teams are working together in a coordinated and effective manner and that programme objectives are met.
  • To ensure that operational plans are made through a coordinated, participatory planning process, in accordance with the Brooke's templates and organizational planning processes.
  • To coordinate with all units to ensure financial and organizational development inputs into the programme for a successful implementation.
  • To ensure that best programme practice is developed and shared throughout Brooke India, and that the programme in India applies lessons learned from other Brooke countries.
  • To develop links with other organizations and generate ideas for the future development of the programme, in line with the Brooke's strategic plans.
3. Monitoring, Evaluation Accountability and Learning (PMEAL)
  • Lead the design and effective operation of the monitoring and evaluation system for purposes of monitoring results, learning, programme performance and accountability;
  • Provide technical leadership to ensure timely reporting against monitoring plans in accordance with wider Brooke's reporting requirements;
  • Ensure programme lessons and key achievements are properly documented and shared widely internally and externally;
  • Manage external consultants during evaluation processes or conduct self-evaluations; lead on management response to evaluations to encourage organizational learning, dissemination of good practice, and facilitation of critical reflection;
  • Remain informed of developments in the sector and identifying good practice.
4. Data collection, analysis, interpretation and reporting
  • Assist Brooke India programme teams in the development and selection of appropriate and innovative tools for collection monitoring data in line with indicators defined in logframes;
  • Manage data collection timelines for all of Brooke's interventions to ensure data is collected according to agreed timelines and sample; Lead on data collection with overall responsibility for consistency in data collection, management, analysis and interpretation;
  • Manage data quality assurance to ensure collected data is reliable and can be used in adaptive management;
  • Lead on the triangulation and analysis of qualitative and quantitative monitoring data to ensure management decisions are evidence-based, with support from a data analysis officer;
  • Ensure that Logframes and M&E frameworks designed for funding proposals are tailored to external donor requirements and aligned to Brooke India's strategic direction;
  • Support the development of high-quality and timely reports for external donors, capturing progress and results in line with donor and Brooke UK requirements;
    5. General
    • Perform such additional tasks as may reasonably be requested from time to time by the CEO;
    • In undertaking the role, comply with all Brooke global and regional policies and procedures;

    Person Specification


    Required Knowledge and Experience


    Essential


    1.Bachelor or Postgraduate Degree in an appropriate field such as Development Studies, Monitoring & Evaluation, or other relevant fields;


    2.Experience of 7 years of leading and managing PMEAL processes in an international NGO or large National CSO of repute of which 3 years of them must be at a senior level


    3. Proven experience of designing and implementing Monitoring and Evaluation (M&E) tools and systems, including data collection and analysis.


    4. Proven experience in programme planning, project design and donor reporting


    5. Proven experience in Capacity building/training.


    6. Ability to work independently and think innovatively and strategically, as well as work collaboratively.


    7. Commitment and enthusiasm for the Brooke's mission and values in promoting equine welfare.


    Desirable


    1. Postgraduate Degree in an appropriate field such as Development Studies, Monitoring & Evaluation, or other relevant fields; Project Management Professionalwith PMI certification

    2.Experience of managing staff

    1. Clear, strategic thinker with strong analytical and problem solving skills.


    2. Demonstrable skills in results based planning, monitoring and evaluation.


    3. Excellent IT skills, especially MS Word, Excel, and other MS applications.


    4. Fluency in English (spoken and written).


    5. Excellent writing skills.


    6. Ability to work both independently and within teams


    7. Have love for animals and be willing to work for their welfare

    1. Strong interpersonal skills and ability to manage complex and sensitive organizational relationships.


    Miscellaneous

    Salary Package: Based on qualification and experience. The approximate CTC shall be Rs 14 lakhs.


    Mediclaim for family for 5 lakhs and Personal Accident Insurance of 10 Lakhs are over and above CTC


    The position shall be on a fixed-term contract for three years, which may be extendable after three years.
