A. Background of Infrastructure Development Corporation (Karnataka) Limited -(iDeCK)
1. IDFC Ltd.1 was set up in 1997 as an initiative by the Government of India to channelize private investments into infrastructure projects, especially under PPP frameworks. As a part of this mandate, IDFC also engaged with national and sub-national governments to hand-hold them in incubating/developing projects which are market ready for PPP investments. IDFC also extended capacity building assistance to governments in the infrastructure development and financing domain (both, in India and abroad).
2. In 2011, IDFC consolidated its advisory and capacity building initiatives with the government under the IDFC Foundation, a 100% not-for-profit subsidiary. iDeCK is an initiative which now spearheads IDFC's advisory and capacity building initiatives in the infrastructure domain. We are a joint venture between the Government of Karnataka (GoK), IDFC Foundation, and the Housing Development Finance Corporation Ltd. (HDFC). iDeCK was incorporated on June 30, 2000.
3. iDeCK provides advisory services/assistance to various government agencies in the following areas:
a. Developing sectoral policies and strategies
b. Project feasibility studies and detailed engineering studies
c. Bid process management, including, project structuring for private participation, bid documentation, project marketing to prospective bidders and assistance to the government agencies in negotiation and signing of agreement with the selected private developer
d. Project management services.

B. Detailed Job Description
5. Role: Will be a contractual role for 1 year & renewable subject to the project requirement as well as the employee's annual performance rating.
6. Location: Bengaluru
7. Educational Qualification: Civil Engineering with a Master's degree in related field.
8. Overall responsibility of Team leader:
a. Above 25 years' experience in fast -track construction field (in consultancy environment), preferably in large scale urban infrastructure development / highway projects/ mixed use developments
b. Expected to operate from the assigned project office. As a single-point contact at project level on behalf of PMC and being Engineer-in-Charge the TL shall take ownership, lead the team, coordinate with client & client appointed project stake holders and drive the project leading to project handing over, within the scope of contract.
c. Day to day communication with the client appointed construction agencies on all contractual /technical matters and advise the client.
d. Responsible to implement approved Project Quality Plan and Safety Plan approved by the client.
e. Responsible to support the client during the project cycle viz., pre-construction / construction/ post construction period, design coordination meetings, bid process management including vetting of tender documents.
f. Responsible to lead and direct the site PMC team on all project matters. Ideally, the candidate should be a great team player at project level aligning with project goals
g. Final authority at site level to approve the technical submissions, shop drawings, inspections, testing and commissioning
h. Monitor the progress of work strictly in line with the approved base line programme and report the client and iDeCK Bangalore office with recommendation on corrective actions, if any.
i. Provide necessary support to the client / client appointed Architect to obtain statutory approvals (if applicable)
j. Maintain records of site registers, project communications / technical approvals, client approvals and payment bills
k. Provide technical guidance at the site and resolve critical site issues. Team training and employee motivation
l. To lead site review meetings for the progress, coordination, quality & safety.
m. It is desirable that the candidate may have experience in execution of Govt. projects / familiarity with Govt procedures
n. Responsible to certify / recommend contractor's payment bills on behalf of PMC leading to on time payment to the contractor appointed by the client.
o. Responsible to intimate the client on deviations / extra items with justifications to obtain approvals
p. Responsible to for complying with all requirements leading to project close-out.
q. DLP services including snag rectification, final close-out and handing -over recommendation.
r. Support the client on resolving arbitration, if any, with recommendations in line with the contract. Thorough understanding of contract conditions (Indian & FIDIC) and excellent communications skills
