About Us: CEL is an impact-focused research and innovation organization of global repute, we have been embedded in rural Uttar Pradesh since 2003 and have made seminal contributions to the science on advancing maternal and newborn health and early child development, as well as to global and national policy. CEL has partnered with the government of UP to develop and operationalize the Kangaroo Care Lounge a technology-enabled respectful environment for the care of mothers and their low birth weight infants. Since 2016, CEL has helped the government set up 174 such Kangaroo Care Lounges across public health facilities in all the 75 districts of UP.
